Karadzic faces final war crimes verdict in The Hague

The Appeals Chamber of the International Residual Mechanism Tribunals is expected to issue a ruling on former Bosnian Serb Leader Radovan Karadzic’s appeal in The Hague on Wednesday, March 20.

In March 2016, a UN tribunal for the former Yugoslavia found Karadzic guilty of 10 out of 11 counts of genocide, war crimes and other atrocities committed during the Bosnian War. Some of the charges were linked to involvement in the Srebrenica massacre of July 1995.

Hans Kamperman: An Act of Love | Cannabis News Network

Hans Kamperman is fighting for the decriminalisation of cannabis. Since the beginning of 2018, he has been camping out in front of the parliament building in The Hague. The sad peak of his campaign was a failed suicide attempt.

Many people believe that cannabis is legal in the Netherlands. However, this is a wrong assumption. As part of the so-called “tolerance policy”, the sale and consumption of cannabis is merely tolerated. This also applies to growing up to five plants, provided these are intended for your own consumption. This last point sealed Hans Kamperman’s fate.

Because of five cannabis plants, he has had a ton of trouble on his back since 2016. Kamperman wanted to use the plants to produce oil for cancer patients. But the police put a wrench in the works of his plan. They confiscated the plants and arrested him. In December 2017, the court in Arnhem-Leeuwarden found him guilty.

The sentence did not lead to any punishment, but it did have consequences. Because Kamperman had a previous conviction, he will not be able to travel to Canada for the next five years, where he has invested a lot of money in a nature reserve. His company in Groenlo also suffered along with him as a result of this case.

Kamperman regards himself as more of a fighter than a victim. Although he is of course just that: the victim of an out-of-date cannabis policy, that was pioneering and innovative in 1976, but has not been updated since. Even those who oppose legalisation are not happy with the current situation. Coffeeshops can sell cannabis, but have to purchase their stocks on the flourishing black market. This inherent contradiction in the Dutch drug policy is described as a backdoor issue.

With his campaign, Kamperman wanted to draw the attention of politicians in The Hague to these unhappy circumstances. He came out swinging: “I will not end this campaign until this bizarre policy is changed.” Because he did not achieve this, he took the most extreme measure:

He jumped from the visitors’ gallery in the parliament, after posting a farewell letter on Facebook. Kamperman survived his suicide attempt and was able to leave hospital the next day.

Hans Kamperman strijdt voor de decriminalisering van cannabis. Sinds begin 2018 bivakkeerde hij voor het parlementsgebouw in Den Haag. Het treurige hoogtepunt van zijn actie was een mislukte zelfmoordpoging.

Veel mensen geloven dat cannabis legaal is in Nederland. Maar dit klopt niet. In het kader van het gedoogbeleid wordt de verkoop en consumptie van cannabis slechts getolereerd. Dit geldt ook voor de teelt van maximaal vijf planten, voor zover deze voor eigen consumptie zijn bedoeld. Dit laatste punt werd Hans Kamperman noodlottig.

Sinds 2016 maakt hij zich kwaad om die beperking tot vijf cannabisplanten. Kamperman wilde olie uit de planten halen ten bate van kankerpatiënten. Maar de politie liet dit niet toe. Ze namen de planten in beslag en arresteerden hem. In december 2017 verklaarde het gerechtshof Arnhem-Leeuwaren hem schuldig.

De veroordeling bleef onbestraft – maar niet zonder gevolgen. Vanwege zijn veroordeling mag Kamperman de komende vijf jaar niet naar Canada afreizen, waar hij veel geld in een natuurgebied heeft geïnvesteerd. Ook zijn bedrijf in Groenlo werd door deze zaak geraakt.

Kamperman ziet zichzelf meer als strijder dan als slachtoffer. Maar dat is hij natuurlijk wel: slachtoffer van een verstarde cannabis-wetgeving die in 1976 vooruitstrevend en baanbrekend was, maar sindsdien nooit meer is herzien. Zelfs de tegenstanders van de legalisering zijn ontevreden met de huidige situatie. Coffeeshops mogen cannabis verkopen, maar moeten hun producten op de bloeiende zwarte markt kopen. Deze tegenstijdigheid in de Nederlandse drugspolitiek wordt omschreven als achterdeurtjesproblematiek.

Met zijn actie wilde Kamperman politiek Den Haag persoonlijk op deze misstanden wijzen. Hij was strijdbaar: ”Ik stop pas met deze actie als de bizarre wetgeving wordt aangepast.” Omdat dit hem niet lukte, ging hij over tot het uiterste redmiddel: hij sprong van het bezoekersbalkon in de Tweede Kamer, nadat hij een afscheidsbrief op Facebook had geplaatst. Kamperman overleefde de zelfmoordpoging en werd de volgende dag uit het ziekenhuis ontslagen.
