The Law Banning Congressional Insider Trading Isn’t Enough to Stop It

WASHINGTON — The law banning members of Congress from insider trading should be upgraded in light of the frantic stock trading on Capitol Hill during the coronavirus pandemic, the bill’s author, Senator Kirsten Gillibrand (D-NY), told VICE News.

Members of Congress should be banned from owning individual stocks altogether, and the sharing of “political intelligence” with outsiders should have to be disclosed, Gillibrand said.

Her remarks follow waves of outrage over members of Congress selling millions worth of shares before the market tanked over fears of coronavirus. In some cases, those sales came after closed-door briefings about the virus.

Senators Richard Burr (R-NC) and Kelly Loeffler (R-GA) have taken the brunt of public criticism, although several other members of Congress also bought and sold stocks between January and March of this year. The Department of Justice is reportedly investigating the trades, and has reached out to Sen. Burr.

What Joe Biden’s Flip-Flop On The Hyde Amendment Means For The Democratic Party (HBO)

Joe Biden no longer wants to be the only 2020 Democrat who supports a controversial rule to block federal funding for most abortions.

Biden said Thursday night that he doesn’t support the Hyde Amendment, a restriction added to the federal budget annually that prevents any money from going toward abortions — except in cases of rape, incest, or serious threats to the mother’s health. The U-turn comes just a day after his campaign told the New York Times Wednesday that he was still in favor of the rule.

Biden’s initial support made him the only 2020 candidate to come out in favor of Hyde, while a slew of his 2020 opponents — including the top three female candidates — almost immediately reiterated that they wanted to do away with the rule entirely.

On Wednesday, Sen. Elizabeth Warren flat-out called Biden’s original stance wrong and pointed out that Hyde most directly affected low-income women through Medicaid.

“Understand this: Women of means will still have access to abortions,” Warren said during an MSNBC town hall Wednesday night. “Who won’t will be poor women.”

Sens. Kirsten Gillibrand, Kamala Harris, Bernie Sanders, and Cory Booker all doubled down this week as well and said they support repealing Hyde. Abortion groups, too, quickly came after Biden’s support for the law.

Sexual Assault Survivors Are Pushing The Military To Have Its #MeToo Moment

The #MeToo movement has swept through industry after industry since it went viral last October, toppling high-profile individuals by exposing their sexual misconduct.

But advocates and survivors say the nation’s largest employer — the U.S. military — has yet to see meaningful reform.

On April 30, the Department of Defense reported a 10 percent rise in sexual assault reports from October 2016 to September 2017, across all branches. The Pentagon attributes the rise to a growing confidence in the military justice system, but some advocates, survivors, and policymakers are skeptical, considering the report also notes that of the 5,110 reports of sexual assault in 2017, just 166 lead to a conviction in 2017.

VICE News spoke with retired Staff Sgt. Merci McKinley about her own experience with sexual assault, as well as Democratic Sen. Kirsten Gillibrand of New York, who has been pushing for legislative reform to the military justice system for years.
