In Texas, candidates and youth-led organizations are focusing on engaging young Latino voters ahead of the Democratic primary. The Hispanic community makes up a third of the state’s electorate, but voter turnout in the community is also notoriously low: since 1996, Pew data shows that most eligible Latinos have not cast ballots in US presidential elections. It’s key for Democratic candidates to woo Latino voters on “Super Tuesday” on March 3, when some 15 states, including Texas, will go to the polls to decide who will face off against Donald Trump in the November presidential election.

American education spending fell by about $600 per student between 2009 and 2014. Meanwhile, public schools are enrolling a growing segment of students who cost states more to teach: English language learners.

By 2025, almost 30 percent of all children in U.S. public schools will be Hispanic, according to the Department of Education. Many of them will be taking classes in English, even as they learn the language.

Schools in Dodge City, Kansas, where education funding has dropped significantly since 2009, are experiencing the effects of these converging trends firsthand.
