Local Officials Are Making “Kill Lists” For Duterte’s Drug War (HBO)

In the Philippines, door-to-door drug use “surveys” are spreading new fear through poor communities already plagued by anti-drug vigilantes and extrajudicial police killings. The survey teams ask about ask about drug use by family members and neighbors, and homes of suspects are marked with a red X.

Local administrative districts were ordered to collect the data this spring, and to provide lists of suspected drug offenders to the Philippine National Police.

Critics say the records amount to “kill lists” in President Rodrigo Duterte’s war on illegal drugs. More than 10,000 people have been killed since Duterte launched his bloody crusade, according to human rights organizations.

VICE News followed along as community volunteers in Payatas on the outskirts of Metro Manila spent their Sunday morning rounding up neighbors on the watch list, to deliver them to local authorities.

The Photographer Documenting The Carnage of Duterte’s Drug War (HBO)

Dondi Tawatao went from feature photographer in Manila to chasing crime scenes across the city. Philippines anti-drug war has resulted in the deaths of more than 3,500 people – deaths Tawatao is capturing through his camera.

Since President Rodrigo Duerte took office, there has been a rise in targeted attacks on drug users and suspected dealers. Backed by a culture of impunity, a wave of vigilantism has resulted in bodies left in the street and in homes with warning signs. Tawatao also documents stories of survivors devastated by the killings, some of whom deny their killed relative had any drug ties.
